Survey only valid for fist visit

Hello,

Is it possible by standard to assign a survey to a visit to accounts where no visits were planned in the past?

This means it should be possible that only surveys can be attached to a visit for an account where no visits were executed in the past.

E.g. Visit Counter is equal to 0 only at that moment the survey can be attached.

As of my understanding, this is not possible with the standard design.
