smartedit page level sync is not enabled when slot/component level sync is enabled

I am editing component on footerslot for homepage. I have an option to sync component/Footerslot at slot level but sync is not enabled at page level. Is it because of some restrictions? How this can be fixed?

From network calls, i see that response on page sync button click shows custom component status as "NOT_SYNC" but still sync button is not enabled.

Any solution for this yet? We have also same requirement.

We have created customer user role and that user role can sync only slot and page.

Kindly let me know. If you find any solution.
