In 6.7 single page checkout is ootb for b2c accelerator? or we need to implement it from scratch?

No, it is not available OOTB. As you can see in the screenshot, there are only multi-step checkout options available for B2C OOTB. Please go through https://help.hybris.com/1808/hcd/8ae1f25d86691014a7b7eb3fa232cf16.html for more information.
