I tried to add some custom field as recommendation prefilter in the "Manage Your Solution" app. Unfortunately, I don't have the option to add a new filter since the corresponding button is blocked. Refreshing the page does not help. A new change was created.
This is my new custom field for products (published):

It is enabled for "Recommendation: Product Prefilters" in the detail settings:

Here is how the customizing looks like (can't press the button):

Only if you are fast enough you can click it for a second before it gets blocked. Then you get the field selection:

But after confirming you get this:

Any suggestions on what I'm doing wrong? Thank you!

I would open an incident to let SAP Support check that. If you already created a change project I think this should work and I'm not aware of another option to restrict that function.
First thought maybe it could be related to the upcoming update that weekend. But I checked it on Testsystem and also on a Demosystem and was not able to reproduce that behavior.
I would be thankful if you could let us know here what caused that problem.

it may be that it's caused by the upgrade. At least for the custom fields app I get this warning since this morning:

Do you know when development should officially be possible again? As for as I understood 2102 should be through for the quality system this weekend...
I also added some more information to the question. You are able to click the button if you are fast enough but still get some error.

I only know that behavior from production systems. There I can observe that the button is also clickable for a very short time and then greyed out. But never seen that on a test system.
Development and transporting is always blocked from tuesday evening before the upgrade. As per my knowledge Development should be available next monday and Transporting should be available the monday after P-system upgrade.
