I want to keep only the Console SAML Login URL active while disabling direct access to the SAP CDC Console URL.

Let me share my knowledge about this topic. If you still have some questions after reading this, please don't hesitate to ask in the comments.
Direct access to the SAP CDC Console is publically available and cannot be restricted.
There are 3 types of Console URLs:
All of us (Administrators of our CDC Console) are end users of SAP's CDC Console as your customers are end users of your Console.
If you and I exist in the Database, we can access it.
I assume the only way to "restrict access to your Console" is to delete all the Administrators invited by the common way. But I suggest you keep at least one Administrator with common credentials ( for the case when something happens with the SSO).
And would like to notify you about one difference between a common Administrator
and an Administrator logged in through your company's SSO
API Credentials are available only for common Administrators.
