I am working on a business case to upgrade our SAP CCtr, but cannot show that SP9 is yet out of support. Is there a date when SP9 will no longer be supported?

Out of support is quite radical term. SAP actually has several different support practices, please see details from this link.
SAP Note 52505 says quite nicely: "The expiry dates of mainstream maintenance (and extended maintenance, if provided) are published in SAP Service Marketplace under http://service.sap.com/releasestrategy and in the Product Availability Matrix under http://service.sap.com/pam."
The release strategy page has: "SAP provides other stand-alone software product versions at least two (2) years of mainstream maintenance."
So, in practice you can find support/feature packs under mainstream maintenance in PAM. Check General Information tab and Support Package Stacks page. That will list all packs that are currently under mainstream maintenance. The 2 years' time is counted from Released On date.
For support packs that are not listed on PAM we will provide help with questions but we won't provide any corrections to bugs and there won't be technical upgrades to support new technology, like operating systems. SAP note 52505 defines more closely this topic.
