Sap By Design return to supplier from a restricted stock in warehouse

I have a item that is in a bin location in my warehouse restricted , my end goal is to send this back to the supplier for credit as it is defective. How do i go about this as i do not have a Purchase order for it in the by design system , nor and RGA in the return to supplier list . any insite would be great on this
