Hello,
I would like to end the current sales quote approval process need to activate new one.
While maintaining the Validity From and To Date at Sales Quote Process we are getting error.

The error thrown is valid in your case.
1)Check the (Valid from/To)Timezone first and make sure that that the Time that you are limiting the old approval is later to the current time in the respective Time zone.
2)Enter the same date and time as the Valid from date and time of your new approval.
3) Since one Approval should always be valid, check the Unlimited validity check box for your new approval.
