Sales contracts (Quantity and Value) functionality is available now in SAP C4C? Sales cloud does not control quantities or values. No budget control? How to follow up on a contract?
Although your question has been posted some while ago and probably you find your solution already but, i can confirm that the contract functionality exists in C4C for both service processes as sales processes.

There are several process flow possible - for example create a sales contract based upon an opportunity and follow up on (Sales quantity) contracts with sales orders, depending on your business needs.
Contracts can be integrated with the ERP backend (par 6.1.2.)
