Any other administrator of your environment can send a TFA Reset Email to the mentioned user.
0002702278 - How do I reset the two-factor authentication for my SAP Customer Data Cloud account?
If an Administrator is not available, please provide the last three characters of the Partner secret key (located under the "Secret Key" link) and an API key or Partner ID. SAP Support will reset the two-factor authentication for the user once the information has been provided and verified.
