Promotions not getting applied on some products

I am trying to apply product promotions as percentage discount on products.as ex.100%. For some of the products the promotions are not getting applied. Also in the error on storefront it sometimes shows promotions expired or invalid and in some scenarios it shows the product without promotion as it is Is there anything that restricting me to apply the promotion.

I have added the restriction as well.fro the product as product restriction and user restriction.

Please let me know if Ia am still missing something. or I have to do anything specific check. s its happening fro few products.
