Promotion Rule Publishing failed : No Matching DataLocale

Hi Experts,

I have the following installation of hybris: 1905

We have multiple languages in database like 1a , 0e etc with active=false

Problem:

When publishing a rule , I am getting the following exception :

"ERRORException caught - java.lang.IllegalArgumentException: No matching DataLocale for 1a ( tried [1a] on available locales....."

We have a set of supported languages (Active=true)

Unable to understand from where are the non active languages being picked up while publishing promotion rule and matched against supported languages(which are only few of them)

Experts please advice.
