Promotion Engine is not working

I have a B2B storefront(Hybris 6.5)

Now I want to install coupons in my storefront using promotions module.

I have added the required extensions in my localextensions.xml and build and start the server and did Platform update.

In Backoffice I am able to see OOB promotion templates.

I wanted to create new promotion rule from the existing ones. For that When I clicked on 'ConditionsAndActions' tab, I am not seeing anything to drag and drop.

Please help me from here.

try adding rulebuilderbackoffice extension. It worked for me...
