Product discount doesn't calculate for cart promotion

Hi, I have two promotions.

Product promotion Example: 50% of product off

Cart promotion. Example: 50% of cart total if total price > 15 euros

Both promotions are in the same group and product promotion have higher priority then the cart promotion.

Problem is following: Lets say I have one product for which promotion applies and his price is 20 euros. After product promotion is executed, total price of that cart should be 10 euros. Problem is that cart promotion still applies. It seems that in time cart promotion is evaluated, original total price is taken into account (20 euros). Final total is then 5 euros.

Tested on Hybris 1808

What could be the issue? How could I force cart promotion to take product promotion discounts into account?
