Pop up notification

Hi community, I hope you are safe and sound.

I saw that on workflow rules there´s a field that creates a pop-up notification, but even tough the rules creates a notification, that can be seen on the notifications list, it does not create a pop-up message or notification for the person defined in the rule, or even named employees.

Any help achieveing the goal is appreciated,
