Partner Access to Sales cloud integrated with SAP CPQ and S4 1909 onpremise

Hi.

I need to design where sales cloud application will be accessed by our distributor employees to create opportunity and create CPQ quote from there. The Quote will finally have an order created in S4 1909 system initiated from CPQ.

I know that partner Portal is deprecated. My understanding is that using Partner Management functionality i can have distributor company setup as "Partners" in Sales cloud and their employees as "Partner contacts". I have following 2 questions :

1. Will Partner contacts be able to create Sales Quote and work on CPQ Quote? Seems Partner Management limits the functionality only till opportunities?

2. Will partner contacts flow to S4 as business partners and Partners as Business Partners "Vendor" cutsomer ?

The other way to create Distributor Employees as "Employee" in Sales cloud and Distributors as Sales units in Sales cloud. But I can't maintain those "Distributor" employees in S4 system as "Employees". When Sales order replicates to S4 since this Distributor Employee is not maintained the sales order will run into error. For Accounting purpose also these Distributors (Vendors) in S4 should be setup correctly.

Any help with this scenario will help?
