OPP Promotion on CAR for certain Customer

Good Evening,

I am wondering if can I create OPP Promotion for certain customer through location hierarchy node, and send this promotion from CAR to GK, and be active for this customer only?. Also, in OPP-SD integration, that this promotion will be active in sales order for this customer only?
