By default, underlying this is population of Zone, ZoneDeliveryMode and ZoneDeliveryModeValue. For examples have a look at the accelerator impex (e.g. delivery-modes.impex). In many implementations this is sourced from other systems - for example SAP ERP whether integrating order management either synchronous or asynchronously.

Information about delivery cost can be found in the Backoffice. Go to Price Settings -> Delivery Cost.
