No permission to edit in Smart Edit

Hi experts

I am writing to ask for your support, I need to make some adjustments in the smartedit in the test environment.

But, I do not get the option to edit (the three points vertically).

I can't identify what the problem is. I checked the permissions but I can identify which one applies for this type of access.
