Multiple actions in promotion not getting applied

In hybris 6.7 , in the promotion i have one condition and multiple actions. eg. condition is qualifying products, and 2 actions each of free gift type. Then only one action that is only one free gift is getting added to the cart. As observed in 6.5 , it was 2 line items that were added to cart correspoding to each free gift. : Please let me know if this behaviour has now changed.

Is this a stackable or non-stackable promotion. if it is a non-stackable your first action would have consumed the entry and your second action will not have any consumable qty left to apply the free gift.

That looks like a bug. It is a single promotion with multiple actions, stackable is deprecated on 6.7 and should affect to the actions inside the same promotion.
