Is there no 'Manager' or 'Manager of Account Owner' Recipient Determination for Accounts in the Workflow Rules?
It seems weird that there are options like that for different objects, but none for Accounts. Please Advise.

If you are not seeing an option you need there, the correct place to have in the system standards is reach our Customer Influence Site and post your request there. We cannot just include entries in such drop-down menu, you cannot do this normally. I am sure that other peers like me can vote it up so that its visibility reaches our Product Managers and the whole community in general. I made a couple of searches there and I could not see a similar request, so please, take a time and write you case there (and share the link with us later on here in this thread )
I checked one of our internal test systems and I could find an Account Manager as recipient. But it was a Z party in the Party Role Definition fine-tuning activity in the Business Configuration. Like this below:
