Local Development Setup - Sys Master data exporting from azure to local

We're writing our local development documentation for the project and we need to write up the steps for downloading sys_master from an environment in order to run it locally. Are there any KBAs on this process? I believe it involves generating a SAS token for the sys_master bucket so we can use AZcopy.
