Is there any way that we can ignore first raw in csv file while importing for hot-folder.

I am having two part in csv file i.e. header(row 0) and data(raw 1,2,3.....so on). So my question is I want to keep both the part in single CSV file but don't want to import raw 0 i.e. part one while importing that csv file.
