Is personalisation replacing UserRestrictions

If Using SmartEdit and no more cmscockpit, is that the idea of replacing logic? (Or will there be any usecase for UserRestrictions on top?)

SmartEdit Personalization is more or less replacement of BTG (Advanced Personalization) with many additional features.
