initialization - initialdata core and sample impexes run after all other extensions

Hi everyone we're currently experiencing what we believe is a weird behavior on a brand-new Commerce 1811. When running ant initialize it seems like our modulegen-generated clientinitialdata impexes (both core and sample) are run after essentialdata-* and projectdata-* from other custom extensions (available in resources/impex/essentialdata|projectdata-*), therefore leading to impexes failing to import.

Is this supposed to be? This is the first time we notice something like this, even with pre-existing extensions we ported over along multiple previous projects.
