In workflow-items.xml, we have AbstractWorkflowDecision and it has no deployment specified. And its sub type "WorkflowDecisionTemplate" even does not have deployment specified. Why this is not giving error because no deployment is specified?

In workflow-items.xml, we have "AbstractWorkflowDecision" and it has no deployment specified. And its sub type "WorkflowDecisionTemplate" even does not have deployment specified. Why this is not giving error because no deployment is specified?
