Hi Pradyumna,
Start Tomcat with the switch -Dfile.encoding=UTF-8. So put this into your $CATALINA_OPTS datahubserver.bat/sh or edit catalina.bat/sh.
-Dfile.encoding=UTF-8
$CATALINA_OPTS
datahubserver.bat/sh
catalina.bat/sh
