But if you don't have a site in your project, why do you need to use Smart Edit? Smart Edit is a tool to work with content catalogs within a CMSSite

You need to assign your master catalog to a CMSSite. Open up your CMSSite in Backoffice and add your master content catalog to its content catalog list
