How do you find and then change what port Data Hub is using for communication such that I can run
curl -G https://localhost:/datahub-webapp/v1/version

you go to datahub-webapp/web-info/classes folder. Create a file local.properties
add below entry
datahub.tomcat.http.port=8080 datahub.tomcat.https.port=8443
Save the file and restart datahub. ACcess url from browser. http://localhost:8080/datahub-webapp/v1/version

I restarted Tomcat, does that restart Data Hub
If Datahub is deployed to that Tomcat, than yes.
