Hybris 6.4 Promotion wouldn't be triggered without category/product conditions

I'm trying to test the Promotion Rules on Hybris OOTB version 6.4.

The following condition wouldn't trigger the promotion discount:
Cart total > {USD=0} AND Coupon code from [testCoupon] coupon applied

Only by adding product or category conditions(in bold italic format) would the promotion discount be triggered:
Cart total > {USD=0} AND Coupon code from [testCoupon] coupon applied AND Cart CONTAINS ANY products [2116283]

Why is it?

I want to create a site-wide promotion discount without having to define product or category conditions. Is it possible with Hybris version 6.4?
