If there are a few users given impex import permissions. Is there a way to determine who ran the impex ?
Request clarification before answering.
In SAP Commerce 2005, is there a way to know what impex was run, when was it run and by whom was it run?

It is not possible to see who ran the impex all the time. As Geff mentioned above. whenever you run the impex it will create a cron job and that will run. if the impex run successfully then cron job will be deleted. only if the impex fails ..then u can see the cron job as failed. but with that also it is not easy to get the information.

If the impex was imported manually via backoffice (or HMC), you can check if there are ImpEx-Import cronjobs on a certain date associated to a certain impex file (check the Import Media attribute). Open the cronjob and check "Run as" who performed the (import) cronjob.
