You can try something like:

 #% impex.setLocale(new Locale( "ar" , "" ) );
 INSERT_UPDATE your-itemtype; startTime[dateformat='dd.MM.yyyy''T''HH:mm:ss']
 ;"23.02.2019T13:28:00"

Hi,

you can add a "Z" into your dateformat to bypass the offset of your desired timezone like:

startTime[dateformat='dd.MM.yyyy''T''HH:mm:ssZ']

and then provide the value like:

;"23.02.2019T13:28:00+0300"
