How to create promotions from service layer instead of backoffice in hybris 6.7

Hi All, I am working hybris 6.7 version,we have requirement where promotions are defined by some external system,which triggers promotions everyday to hybris through some integration having some middleware between the systems,so here i am not able to find any api how hybris is creating the promotions from backoffice dynamically,all the promotions i receive from source system as conditions or products how do i define them from service layer,Requested everyone to help on this issue.

If you have csv files having data for promotion then you can use HOTFOLDER to import and create promotions
