how to create custom restrictions

I am working on B2B project,here My requirement is create custom restrictions like 1)Employer pays a specific amount and the remaining is paid by employee 2)Employee can choose only from the available range of funds. Before this first i want to the procedure to create custom restrictions. Please suggest me what are the steps to create custom restrictions?. Please let me know.. its most helpful
