How to create an e-mail activity without sending?

Hello Experts,

We have a requirement, where particular users who create an E-mail activity from SAP CRM WEB UI should not send E-mail to given E-mail address.

Is it possible? if possible how can it will be done.

Note: This should be for particular users only and functionality should work for normal users.

we have tried SMTP Activation and De-Activation option but it didn't give the required result.

Similiar to outlook, we send an email out or save it as a draft w/o sending out.
