Do you mean when the tenant is down or when the actual tomcat is down?
In the loadbalancer or apache you could always configured maintenance pages to be shown.
It is when hybris server (tomact) is down, where users are not longer able to use any other cockpits. for instance if they try to login to HMC, they should get custom message.
