Let's say that I unchecked "Init/Update All" and checked "Toggle all" (and all extensions are checked), is the behavior expected to be the same? I think it's not, but I haven't seen any documentation about its difference. The JSON from "Dump configuration" is also different for either scenario.

Is only one difference between init/Update all and Toggle all. In the situation on the first picture - Init/Update All, you initialize everyone extension. On the second picture, when you choose Toggle all option you are able to select extensions which you want to initialize.
