Google Captcha is not triggering for forgot password screen

Hello Experts,

We have added Captcha on forgot password screen where we submit email to request the password reset link.

however the captcha is not getting loaded on forgot password screen but it shows on password reset screen. 

We have RBA rule configured for password reset. added captcha widget on both forgot password and password reset screen.

Is there any limitation that we cant use captcha with forgot password screen?

We are trying to implement this on forgot password screen because if try mail bombing on this screen it is not triggering API rate limit.

your thoughts would be appreciated.

You can't add an RBA (which will trigger the captcha challange) for forgot password flow.
