How can I get all active promotions for a user by id via FlexibleSearch or Facade?

Not really, I want to create a cron job which get a user group and send a mail for each user in that group with his active promotions.
Rule engine validates the promotion based on current cs lots of condition depends on the product and prices in the cart. If there is no cart , it wont be able to calculate the promotion
