I recently encountered exactly the same thing moving from 6.3 to 1811.
The CheckoutFlowStrategy interface was deprecated in 5.5 and apparently officially removed in 6.6.
Anything generated from an accelerator prior to 6.6 has these CheckoutFlowStrategies that need to be removed from your extension src and spring bean definitions.
