Error: Select a key from the allowed namespace. Message no. 5V019

I am trying to create a new entry in the Partner Determination Procedure to add a Partner Function which will reflect in the Service Order (Header & Item Level), Service Confirmation (Header & Item Level). But while doing so I am getting an error in the system stating that I am trying to add a new entry using a key value that is outside of the namespace you manage. This can cause issues during upgrades because the entity could be overwritten by an import or an existing entry.

I also tried adding a namespace which includes customer-specific entries, the namespace starts with Z or Y. Still I am getting the same error and I am unable to add a new entry for the Partner Function. Can anyone please provide a solution or a workaround for the same. Kindly refer to the attached error screenshot for reference.
