Does Emarsys consider the product availability information (received in the product catalog in the "available" field) while sending fast abandoned cart emails made with e-repeatable-item blocks by default? or does it need some custom ESL implementation in the block to put this logic? if yes then how can we put that?

There is availability check there based on the product catalog. So no need for custom ESL implementation.
