It seems that EMAIL_OUTBOUND interaction in the table CUAND_CE_IA_RT is saved with a timestamp in a UTC time zone.
However, when we are importing interactions from the web-shop, they are saved in the web-shop time zone.
Is it possible to force system saving EMAIL_OUTBOUND interactions with a timestamp in a time zone of a server?

I don't think so.
The description of the Timestamp field in any of the oData services is always something like "timestamp in yyyymmddhhmmss in UTC". So the oData services expect UTC. So you need to convert your timestamp to UTC before sending it to hybris marketing.
