Actually, it's a bit of both. The algorithm we use for Send Time Optimization is based on analyzing many years of response data, but it does not apply this immediately to a new account. We require a minimum number of campaigns to be sent before it will start to make its own decisions. From that moment on, it will make predictive decisions for each contact, which will gradually become less predictive and more historical as collects more data on the contacts in the account.
That is of course a massive oversimplification of what it does, but I hope it explains it a little.
