Not really. It is quite possible to configure which event/journey you want to track or capture. In order to do so, you need to use app "Customer Journey Events". Here you can mark which event will be the "Key Event" for the customers and then the system will try to draw the journey map for those customers based on their past interaction records.
For ex: We have marked
"Checkout Successful" and "Proceeded to Checkout" as one of the key events and then we can see the same in our app.

One more question, that creation of new events is an activity that the end user can do in the PRD environment or it is something that must be configured in Test and then transported to PRD.

The marketing administrator can configure the Customer Journey Events directly in the productive system. Please have a look at the following documentation for more details.
