If I start large bulk email campaigns running a few hours (or days), are trigger campaigns able to send emails before the large bulk campaign is finished?
Request clarification before answering.

This is quite a generic ask (what does a "large" TG means? 100K? 500K? 1M? More?) and due to the multiple factors involved, it is difficult to answer precisely. As Saurabh mentions, it depends on the instance setup, what other processes are running, which ESP is used, the size of the email content, the size of the TG, etc. We publish the following note, yet, this is a high level outlook, and one must check the prerequisites mentioned above. Depending of the TG size, email content size, the ESP settings and contract, as well as the load of the system, this can change significantly.
“Send emails at scale – up to 1 million personalized emails per hour and more 1)
1) One million emails per hour system wide with an average content size and degree of personalization. Your ESP rate limits must allow a that high throughput. Higher email throughput is possible but has to be evaluate in detail. Complex scenarios such as personal product recommendations in emails result in a lower throughput.”

Hi Isabelle, thanks for the comment, of course its a generic ask that does not need precise answer, it only needs generic answer based on knowledge how system works.
The question is not about throughput, its about prioritization, what steps system does first and what next.
Business case:
1) business user starts bulk campaign (~1 million mails), in any case it takes considerable time to finish, it doesn't matter how long precisely, lets say 2 hours
2) 10 minutes later an inbound interaction is imported that should trigger campaign that sends single email
3) no other tasks are running
When do we expect this single email to be send, a few minutes after inbound interaction is imported or after bulk campaign is finished or somewhere in between?

Generally speaking, yes trigger-based campaign will be delivered immediately( as the standard background job, which is responsible for capturing trigger, runs every 2 mins) whereas a huge email campaign will take a little bit longer until all the target members are processed. (Further, it depends on various other factors like your system performance/load as well as the number of member being targeted and your member position in the Target Group, etc etc.)
Unfortunately SMC donot provide any mechanism to prioritize the various campaign based on type or category.

I guess the job responsible for capturing trigger is not responsible for sending follow-up messages (or executing any other actions). Sending is probably done by the same job for all types of campaigns executing send email action, so I'm trying to understand if the sending job prioritize triggers somehow.
