Hello,
What's the difference between SAP IS-U and CR&B? And which of the 2 of them do you recommend to manage utilities and the M2C process.

CR&B is the new term when there is intense Customer Service centric scenarios module (CS or CRM ). But still SAP for Utilities is the term used. Meter-to Cash is used in IS Utilities parlance.

If I‘m not mistaken, CRB is a former name for the SAP Utilities Industry solution, which encompasses CRM and ERP. Yet I haven’t heard the name in years (at least here in Germany).
Most customers, and to be fair most of us, still go with the term SAP IS-U for the industry-specific solution.
The correct name nowadays would be SAP for Utilities. This is the solution to look for if you are interested in Meter to cash - for further details check e.g. https://help.sap.com/viewer/product/SAP_for_Utilities/1.0/en-US.
