I have requirenment, what ever notes placed in customer level should be determined when CSR enters sold and ships to, and also notes maintained in plant level should be determined when we enter the or edit it.
notes should get pop up when user create new quote or order and enter the informations at sold to or ship to at customer level and plant notes also when user edit or create the information how notes will determine

I guess you are looking for a way to display notes created on account level in transactions created for this account.
Via adaption mode you can add a a text field on account details level and via the option extension scenarios you seelect Business Partner - General Information to Sales Quote - General Information. Like this you can make the same field visible (display only) on sales quote level.
