You would be able to restrict data access based on the sales unit, if the sales unit is equal to the sales organization in the transaction itself.
The org units sales office, sales group, or sales unit (can be derived from the employee's department) itself are not part of the access context.
Another option could be to restrict access via employee assignment to the sales unit of the transaction for e.g. access to sales quote and opportunities. This is rule is related to access context 1015 - Access based on the employee and employees assigned to user’s org unit (including all sub-units).

For the customer master data you can only restrict based on employee (sales team, territory team), or sales data which includes Sales Organization and Distribution Channel, plus Division.
