In order for system to send out the email, SAP offers standard recipient determination which covers almost all possible parties like the account team OR relationships of the contact. Hence you just need to make sure that author is also related to contact via contact team or via relationship or via some custom code, when creating the contact.
Once this is done then you can definitely use the standard determination rules. If that's doesn't suit your need then you can also think of implementing a BADI/enhancement implementation at SDK which will allow you to determine custom parties.
